Stream stutters when set to fit to screen.

I am trying to stream a game that goes by 640x480 resolution and so i chose "fit to screen", and when i play the game it stutters so much but the stream footage received is smooth. And also, i have an internet speed of above 40 upload mbps , i set the video bitrate to 6000 but the stream stutters so much and the game doesn't. It doesn't even fix it when i change the bitrate to 3500. Any help is appreciated, thanks.
 
Post a log from your OBS and we can help you pinpoint exactly where the issue lies. From the sounds of it, it could be many things; FPS cap, refresh rate, resolution, windows settings, etc...

This is for the non 640 480 game (GTA3), the game runs fine and smoothly but the stream was stuttering.

This is when i try to display capture a game that runs by 640x480 res, i changedthe "transform" to "Fit to screen" to avoid wrong screen size but the game was extremely stuttering.
