Question / Help Stream Stutters on low bitrate, fine at high bitrates??

For some reason my stream will only produce one frame every 15 seconds if my bitrate is anything lower than 4101. The audio will be perfect though, it can stay perfectly in sync with me. The closer I get to applying 4101 my stream becomes more fluid. I do not understand why this is happening. If I stream at this bitrate my performance in game decreases and I have to drop down my settings drastically.

My system:
i5 4670K
16gb ram
RX 580 8GBs
Windows 10 64 bit

Any help would be greatly appreciated.
