Well you're trying to stream at 40mbps... twitch isn't going to support that lol. Drop it down to 4k / 4k.

Not sure whether your connection is halting or the servers are acting up, you could try a bitrate of 3k/3k instead and see how it goes, if it's the same thing then try to set the base resolution to 1920x1080 then output the resolution to 1280x720 and see if anything helps.

Bitrate setting is the max bitrate you want to propably achieve, although sometimes it can spike up and sometimes be very low, because when for example encoding a black screen, it just uses how much it needs, because 4000 is too much for a black screen. You can use CBR if you want, that will make your bitrate constant, but it's not recommended.

depending on the game your cpu will not be able to do a 1080p@60fps at a stock clock speed.. but don't worry about burst in your upload speed the server will handover the video data differently to the viewer

if you're worried about the viewers connection though i would suggest lowering the audio quality to aac 192.. you would have to have special equipments and focus hard to tell the difference in quality between aac 192kbps and aac 320 kbps even aac 128kbps is said to be transparent for most ears.
you can also lower the bitrate even more if you know that you have viewers with high latency.

why don't you post a link to your channel ?

the game im streaming is league of legends; my stream channel is here: http://www.twitch.tv/therealwindowlicka

but currently when i'm displaying the desktop the stream is stuttering, which leads me to believe something is wrong

also when i used xsplit bandwidth tester, it said that my bandwidth could support up to 14k bitrate, so i'm very confused here >.<
press disable aero to solve the desktop stuttering issue you can find it near the fps settings

but yeah currently your stream looks fine in terms of bandwidth (i have 250ms latency to that server).. you don't want to stream with high bandwidth.

the problem isn't fixed, a friend of mine watched it and it is jerky for him as well

i tested to find if there were any packet loss with the server and there were none
post a new log with the newer version the first one is missing lots of information. and also try to pause the twitch stream when streaming.. it makes a huge difference when we talk about 1080p@ any fps
