Question / Help Stream stutters , ingame is fine

I just started streaming recently , and i have seen that ingame i have like 70-80 frames or more but on the video from the twitch channel it stutters and looks like 2 frames .

I hope you could help me fix some of my problems .
Please keep in miond that i'm new to streaming and i do not have much knowledge about obs :)

The above lines in your logfile show you CPU is having a very hard time keeping up with the game whilst streaming. It also shows your GPU is struggling a tad (Most likely due to your CPU really struggling)

Using .x264 encoder (CPU):
Could you try scaling the output resolution to 1280x720 and 60fps, this should help a tad.

Alternatively you could try your RX480 encoder, it should be able to handle it quite well.
