Question / Help Stream stuttering with high end pc & bandwidth

Hello, I am trying to get back into some streaming for my friends, but I'm having trouble. I was hoping I could stream 1080p @ 60 fps with my setup, but I am also fine with 720p @ 60 fps.

Specs:

Windows 10 Pro
Intel Core i7 8700K @ 4.7 Ghz
Asus Geforce RTX 2080TI
16 GB DDR4 Ram
Z370 MoBo
100/100 mbit connection

In this log i changed settings a couple of times, turned stream off/on multiple times.
The clip I linked is the first time I ran the stream (1080p, 60 fps attempted iirc).

Glad for any kind of help, I first let OBS automatically do my settings, but since that also caused the lag I have tried changing some settings around and I'm not seeing much success. It looked kind of okay when I did 720p @ 30 fps, but it feels like I should be able to push more than that.

Significant GPU overload. Make sure game mode is off, cap framerate in-game, use vsync, reduce quality, reduce canvas resolution to output resolution... usual suggestions for this issue. You're actually capturing 1440p60 and scaling. The load isn't caused by the scaling, it's by capturing 1440p60 instead of 1080p60.
