Question / Help Stream Stuttering(Twitch)

I've been wanting to get into Streaming recently, but I can't seem to get my streaming to work properly. It's kind of smooth, but the problem is that it randomly starts loading/buffering. And I find this to be utmost frustrating, I've played around with the settings for quite a while - but I just can't seem to get it to work...

Currently I have a Bitrate and Buffer Size of 3500, CBR on. At 30 FPS. x264 CPU Preset set to Very Fast.

I can't tell whether it's on Twitch's end or mine.

PC Specifications;
• CPU:
Intel i5 3570k
• GPU: ASUS GTX 560 Ti DC2
• RAM: 16GB DDR3

Bandwidth;
100Mbit Down / 50Mbit Up

Any help to get this going would be greatly appreciated as I will be getting a new microphone and dual monitor setup soon. Also, would a GPU/CPU upgrade be recommended for streaming? Or would it be better to put money on a dedicated box to do the streaming...?

Well, twitch seems to have more and more problems sending out streams above 2mbit bitrate. Unless you are dropping frames it is probably a problem with them. And actually nothing you can do much about.
Lower your bitrate until it stops buffering, check if your recorded VoD`s are fine or try a different streaming provider like hitbox.tv.

Thanks for the response, Jack!

So lowering the bitrate to somewhere around 2mbit might help? What else will suffer, video quality? I think when you're new to streaming, I'd rather want smooth streaming above good quality. So I'll try your suggestion and see if it gets any better!

Edit:

I tried to lower the bitrate gradually but the same issue persists. I would assume that it is on Twitch's end then.
