Stream stuttering but no encoding / rendering lag on decent high end pc

Here the log and a twitch video example of my problem :


Stutters appears a lot on the start and on the end of the video

LOG :
Spec :

Rtx 3080
Ryzen 7 5800X
32go RAM 3600mhz
MOBO X570
PSU 850W

what i have tested :

- admin mode
- Lower settings in obs and game
- Changing my monitor refresh rate and fps in game to 144/120/60, still stuttering
- tested x264 and NVENC encoding

the problem is totally random on my games, i mean like on the video, some locations i have more stutters than others.... can you help me ?

(The log say i have encoding / rendering lag for 0.0/0.1% but its cause when i slash tab for leave the game) but on OBS stats i dont have any skipped / dropped / lagged frames while streaming

If the issue appears random, what are you doing to monitor what else is going on in your system? ie background processes/tasks
I recommend monitoring hardware resource (CPU, GPU, RAM, Disk or Network I/O etc) utilization [for ex. using Task manager’s Performance tab and/or Resource Monitor] to see if your system is bottlenecking with your settings
 
just to be clear, when i say that the stutters appears randomly depending the location on the game, i speak about the stream.

In my monitor i dont have any stutter in game
 
while streaming and using Afterburner / task manager, i dont see anything weird or moving randomly for all my composants.... GPU usage 40%, CPU 40%, ram 30% and stay like that while stutters appears.

Only Ethernet is moving up and down but i suppose its normal.. i have fiber optic
