I wonder what the best settings for my computer (its Windows 10) for streaming to Twitch.

Frankly, you NEED more upload speed. There's almost nothing you're going to be able to do with 700kbps best-case total upstream.

Try downscaling to 240 or 360p, 500kbps, and 64kbps AAC audio.

Even if you get more upstream bitrate, that CPU is going to be a major problem. It's an i7-in-name-only. 2 cores and a ridiculously slow clockspeed.

And to top it of its also a Notebook so its a low Power CPU which performs even worse when thrown live-time Video Encoding at it.
