Post your logfile to get more info please:

1) Enable Aero. This speeds up window and game capture.
2) Do NOT use Monitor Capture under Windows 7. It's terribad and slow. Use Window or Game Capture only.
3) Do not use a custom buffer.
4) Do not livestream over Wifi. Run a cable, or get a set of Powerline adapters. Wifi is not a replacement for running a cable, and can be extremely problematic when it comes to livestreaming.

5) 720p@30fps, 2000kbps is the 'golden point' for non-partnered streamers. It is strongly advised not to exceed 2000kbps, to minimize buffering for viewers, and 720@30 is the best trade-off point within that realistic technical constraint. 1080p@60 (from later in the log) is ridiculously high and should not be used unless you are a Partnered caster and are technically cognizant with the requirements to make it work properly. It also requires 6000kbps as a bare minimum to not look like crap, and generally a standalone encoding system.

Slapping whoever gave you the settings/setup in that log wouldn't be a bad idea either.
