Question / Help Stream Settings HELP

I need someone who can help me figure out how to stream in 720p or slightly less with the setup I have; the stream will either lag or the quality will stink. I'm a call of duty streamer which requires high frame rate and bit rate but I can't figure out what works at all and I really don't want to go back to xsplit.

Here's my internet speed:

(which translates to about 4.5mb/s upload in actuality)

I'm running a 2.7 GHz i7 processor with 4 GB RAM. What's wrong?!

Change your preset back to veryfast, increase your frame rate to 30, increase your bitrate to 3000, test again, post a new log from the test.
