I see a lot of people setting 4000 kbps bitrate on their streams recently. I see a lot of people not using CFR recently. I see a lot of people posting their upload speed based on results from speedtest.net.
I just realized they may be doing that because of the official OBS Stream Settings Estimator here: https://obsproject.com/estimator
A common Network Advice result is as follows:
First, I suggest adding another field asking if they're streaming to Twitch. If they answer Yes, change the recommendations to:
Use Constant Bitrate (CBR) and Constant Framerate (CFR) for improved stream stability
Recommended max bitrate: 3500
Recommended buffer size: 3500
In short, for Twitch users, never recommend higher than a 3500 bitrate / buffer. And add CFR to the recommended settings.
If it isn't desired to ask another question on that page, just change the max recommendation for the bitrate for everyone to 3500.
Secondly, recommend CFR for everyone regardless of their setup, in addition to CBR.
Third, change the line:
"How fast is your upload speed? (Measured in kbps. Test at speedtest.net to the closest streaming server to you)"
to
"How fast is your upload speed? (Measured in kbps. Test at testmy.net to the closest streaming server to you)"
A huge percentage of the issues on the Help forums are a result of people streaming to Twitch at higher than 3500, or without CFR active, and they determine their upload speed from speedtest.net instead of testmy.net. All of this might be because of the recommendations they receive from the official Stream Settings Estimator.
