I have been streaming for almost two years and things have been great. That is until recently. I loaded up OBS studio the other day and the preview window looked choppy I thought nothing of it, and started my stream. A few minutes in my viewers were telling me that it looked like garbage ( very choppy). I did not change anything in my PC settings. As far as I am aware this just started out of the blue. I have been trying to fix it myself for over a week to no avail. I am really hoping someone can help.
My specs
cpu: ryzen 9 3900x
gpu: evga xc ultra 2070 super
RAM: gskill trident z (3600mhz)
mobo: msi mpg x570 gaming edge wifi
psu: corsair rm750x
*no overclocks other than xmp for ram*

neither cpu or gpu are above 50% or 60c at any point
I have tried everything i can think of from changing things in the NVIDA control panel to enabling and disabling game mode, Hardware accelerated gpu acceleration, obs settings, xbox game dvr and bar are off, tried closing everything i could except the game and obs. NOTHING. I am sincerely hoping that this is not "THE Nvidia issue" that no one can solve but i am thinking it might be. i really hope someone here can catch something I didn't or a suggestion i didn't think of
