Question / Help Stream/recording keeps lagging.

I been reading the tutorials. I'm been reading the website posts applying with this issue. I had enough. Seriously.
So what my problem is that when I record or stream it just says "High encoding cpu usage lower down settings" which is normal if you made your settings high for a computer that can't handle those settings. So I lowered down the settings on my downscale to 1.75 and my priority settings from normal to above normal. Same thing again. So I get my log and analyze it on here and since i'm recording it just mainly says turn on CBR but I don't because of what I said. But it also says I have a weak CPU which I understand but my CPU hasn't been that weak. So for streaming, same thing.
Now I know this be a very dumb post and I will just get "Upgrade you CPU!" and I know, just don't have the money currently right now. I just have the feeling there is something else I can fix to make my CPU be okay with recording and streaming.

I have Windows 10.

If I'm reading this correctly, it definitely is your specs man, I'm sorry. Your specs just aren't up to snuff to where it needs to be. You're running integrated graphics and a low clock dual core CPU with only 4 GB's of RAM. I'm sorry but without a new PC I don't see you being able to stream at all.

Wait a sec, I have 8 GB's of RAM. Well I guess that doesn't matter now. I mean, I've been trying to upgrade my CPU so far it's just that I don't which one is better to buy. I mean Intel is good. And AMD is good too I just don't know which one is good to buy and also I've been trying to get the right CPU with the right socket.

i guess 360p30 on ultrafast preset might be possible but thats about it with your current hardware.

you want at least a skylake or haswell i5 to be able to use either x264 or qsv or actually go all out and get an haswell or skylake i7 downside is skylake actually needs a special sort of ddr3 ram with low voltage to work fine and the boards are also more expensive so you would be forced to buy new ram no matter, because normally it would be ddr4 on skylake. going with haswell lets you keep using ddr ram

(normal ddr3 works but can shorten the lifespan of the cpu)

OK, sorry for not responding in a long time, I was trying to decide what I should do over upgrading but anyways here are my results: An Intel Pentium II. I know Intel Pentium's are slow, but still it runs at 300 Mhz with quad core being much faster than my Celeron averaging at 2.6 Mhz. My question is, should I get it and is there any warnings or safety measures I will have to do to makes sure it won't blow up my laptop.

you want at least an i5 or i7 or anything with that can make use of an dedicated hardware encoder like nvenc or qsv amd fx(6/8)xxx series is also capable of streaming anything below is not recommended and will almost with a 100% chance run into problems

Ummmm, so I did research into my CPU's socket type which is a Ball Grid Array or an BGA 1170, and it looks like can't upgrade it to a i5 or i7 (mainly because they only fit into LGAs) if I change the socket type or the motherboard (which looks impossible to me) so is it okay if you could do some research for me on that? I've been reading articles about exchanging sockets or motherboards but really when I look at my hardware, it looks hard and not easy to find the solution.

If you choose to help me with research here's some specs if you want:
Intel(R) Celeron(R) CPU N2830 @2.16GHz 2.16 Ghz
Installed memory (RAM) 8.00 GB (7.89 usable)
64-bit Operating System x64-based processor

I have confirmed that my RAM is ddr3 ram.
My PC number and manufacturer is Toshiba C55-B5299

there is no solution other than buying new hardware which means cpu+mb and since you are running the igpu youd also want a dedicated gpu for games etc.

and since (at least the cpu) does only support ddr3l which is low voltage ram you probably even need new ram
