Question / Help Stream Quality trying to get 720P 60FPS

I have been messing with settings in OBS Studio for a couple weeks now. I recently started streaming and I just cannot seem to get the settings right for a clear 720P 60FPS. I use restream to stream to youtube, twitch, and mixer but I have tried to stream to just one service and it is the same results.. Ran a speed test on my internet and received these results:

90.46 Download
11.82 Upload

I am directly plugged into my network so not on wireless. I am using an Elgato HD60S to capture off of my consoles. Usually my Xbox One (X as of now) and sometimes my Nintendo Switch. I was thinking it should not be an issue running at this quality on my ASUS G750JM laptop. I know its a few years old but I believe it should be able to handle this? I set the computer's power options to High performance from the default. Last night I tried streaming COD WWII and it was choppy (at times) and the quality just looks washed out. I tried using a different server but of course when I ran a test the one I was using was the recommended. Any thoughts or some help I could get from anyone would be greatly appreciated. I know the log says secondary instance running. I closed the first one after I saw that message.

Video bitrate of 10000 Kbps is too much and was dropping/lagging the connection.
Bitrate of 3500 might be ok for 720p 60fps.

At some point, shown in the log, you had 128x128 output resolution which is bad, but at the end, it was changed to 1280x720 which is ok.

Is your OBS-Studio capture settings set to limited range? Wrong capture range settings can cause the picture to appear washed out, or cause excessive black clipping.

I have it set the CBR started at 3000 and tested up to 3500. Tried adjusting from Very Fast to Faster. I have tried setting a buffer at 3500 and also tried turning off the buffer completely.

I should also add that the end run is what the stream was running at above that was the automatic wizard / test from OBS which is why it was showing 10,000. I never go over 3500
