Stream quality issue

I stream games at 1080p, 60fps with a bitrate of 6500, I also have my webcam on at 720p, 30fps.

When I looked back at my VOD it seemed like the video wasn't at 1080p and looked more like 720p, is this because of my webcam being different quality? Or is this because of another issue?
(My internet can definitely hold up a 1080p stream so I don't think its that)

Here is my OBS log incase it helps: https://obsproject.com/logs/GzguLs0h4gxrhHC9

test to star as admin
18:29:58.388: Running as administrator: false
Start obs as admin first
then look on your sources it gives problems with frankaface

I did have a chrome extension for Twitch called FrankerFaceZ but I don't know why its causing errors as I removed that chrome extension few weeks ago and theres nothing in my sources relating to that

1. The version of Windows you are running (1909) has a limitation which causes performance issues in hardware accelerated applications (such as games and OBS) if multiple monitors with different refresh rates are present. Your system's monitors have 2 different refresh rates (120 and 60), so you are affected by this limitation.

To fix this issue, we recommend updating to at least the Windows 10 May 2020 Update. Follow these instructions if you're not sure how to update. You should also update per https://obsproject.com/blog/five-simple-tips-for-new-streamers
2. In many cases, wireless connections can cause issues because of their unstable nature. Streaming really requires a stable connection. Often wireless connections are fine, but if you have problems, the first troubleshooting step would be to switch to wired. We highly recommend streaming on wired connections.
3. In Windows 10 versions 1809 and newer, we recommend that "Game Mode" be enabled for maximum gaming performance. Game Mode can be enabled via the Windows 10 "Settings" app, under Gaming > Game Mode.
4. At least one of your audio devices has a sample rate that doesn't match the rest. This can result in audio drift over time or sound distortion. Check your audio devices in Windows settings (both Playback and Recording) and ensure the Default Format (under Advanced) is consistent. 48000 Hz is recommended.
OBS Sample Rate: 44100 Hz (You can change this by going to OBS Settings, Audio, General and set Sample Rate to 48 Hz)
Speakers (Realtek(R) Audio): 192000 Hz
Microphone (Razer Seiren X): 48000 Hz
5. Run OBS as admin
6. Multiple Game Capture sources are usually not needed, and can sometimes interfere with each other. You can use the same Game Capture for all your games! If you change games often, try out the hotkey mode, which lets you press a key to select your active game. If you play games in fullscreen, use 'Capture any fullscreen application' mode.
7. Uncheck the box for Psycho Visual Tuning.

These are all things I fixed. It still doesn't explain the issue that I am actually having
