Question / Help Stream Quality Downgraded

When streaming to YouTube, the video looks either pixelated or looks like it's being streamed in 720p, even though I'm streaming in 1080p (at 60fps). The bitrate's at 4500, using H264 (the one that comes with my graphics card, AMD). Even when using x264, the problem still occurs. Dropping the quality down to 30fps was still unsuccessful. My upload speed is ~10mbps.

You need at least 10-20mbps with a hardware encoder to make 1080p60 look decent. Increase your bitrate or lower your resolution. Remember that YouTube will always re-encode your video regardless, so it'll never look as good as a recording.
