Bug Report Stream Preview doesn't work when below 4fps.

If you set your frame rate (FPS) option in the video settings to anything below 4, the stream preview does not work.

As a workaround for now, you can set EncoderSkipThreshold=1 in the [Video] section of your profile .ini.
