Question / Help Stream Pixellation Using Recommended Settings

OK, so I've seen tons of people reccomend settings in OBS for streaming, and they say it works fine. When I use them however, the stream appears pixellated. I stream on YouTube BTW.

My video settings are:
Canvas Resolution (both of them): 1920 x 1080
Downscale filter: Lanczos
FPS: 30
My Streaming Output settings are:
Encoder: x264
Rescale: 1280 x 720
Rate Control: CBR
Bitrate: 3500
No custom buffer.
Keyframe Interval: 2
CPU Usage Preset: Veryfast
Profile and tune both NONE.

My upload speed is usually between 3.8 and 4.7.

I've included a log. Tell me if you need any other details.

That logfile does not contain any streaming data, and says that you're running 1080p@30fps non-downscaled on a mobile U-class "i7" (that should really be considered somewhere between an i3 and an i5). If you're using only 3500kbps for that, it's going to pixelate a good bit.

Oh sorry I thought the log did have data. Anyhow, what bitrate should I use then?
