Question / Help Stream pixelates

I am new to streaming and experiencing issues. I am getting pixelated streams which are at really bad quality, as like this https://www.twitch.tv/videos/355272998
here are my settings

I am using the hp pavillion 15 bc402tx
Specs:
CPU: i7 8750H
GPU: 1050ti
Memory: 8GB DDR4

Any help?

TBH, for 1080p60fps to look decent it needs like 10000 bitrate. But I'm pretty sure Twitch will not allow you to attempt to stream that high, unfortunately.

with NVENC you don't come near watchable with only 10 mbit/s at fast paced games, you need like 40-60 mbit/s to get rid of the compression artifacts.
 
With x264, if you can run faster present at like 10000 bitrate, it will look decent. But that's asking for a lot of cpu at 1080p60fps.
 
I have tried to run 720p with x264, but either the stream freezes (3500), or I get bad quality (2500). Any help?
