Question / Help Stream pixelated

So I got some experience with streaming and settings.. I need help with this pixelation tho...

my stream gets highly pixelated when moving in game and I saw some posts saying higher bitrate is helpful but my upload is 2mb so I set my max bitrate at 1200 since its the highest bitrate I can use before my stream starts buffering to my viewers..

I set my stream on 720p, 30fps, my cpu preset on veryfast and filter on blinear..
anything I can change to make it less pixelated?

my specs are i7 4790 watercooled. 16gb ram and a gtx 970.
my download speed is 40mbit and 2mb upload speed.

Downscale further. 1200kbps is insufficient for 720p@30fps. You might be able to run 480p.

No. You do not have the bitrate to run 720p.
A different filter isn't going to do anything, that's just the pre-compression full frame downsample method.
