Question / Help Stream Pixelated/Stuttering

Hello,

I have started streaming using OBS Studio (Version 21.1.2) to Twitch. I have had issues with the stream being pixelated/stuttering quite badly, but only when I am moving the camera/playing the game, when I'm in the loading screens/menu, it seems to be fine.
The settings/hardware I have:

CPU: Ryzen 5 1600
RAM: Corsair Vengeance 16gb DDR4@3000MHz
GPU: Zotac AMP! GTX 1070

Stream: 1080p60fps
Bitrate: 3000
Hardware Encoding

Ping: ~8ms
Download: 60-80mb/s
Upload: 30-40mb/s

A bitrate of 3000 kbps is not enough for 1080p@60fps

1080p@60FPS requires a lot higher bitrate to maintain good image quality unless the capture source has exceptionally low motion.
