It's most likely because you're running on the Ultrafast preset. That minimizes CPU usage, but uses an extremely poor quality compression that looks terrible and really should only ever be used for local recording, or if you're streaming from a potato and have no other option to bring down CPU usage.

Don't bother with screenshots by the way, just post a complete log file from the Help menu. It has all of the information from your settings, plus a lot more information about what's happening on the back end, allowing troubleshooting. Why it asks for one (not screenshots) when you open a new thread in Q&H. :)

You're also running extremely high bitrate; if you're not Partnered, it's not advised to exceed 2000kbps. The ingest servers are rated to handle a maximum of 3500kbps smoothly. While they can do more, it's an at-your-risk sort of thing, and DEFINITELY shouldn't be done if you're non-Partnered.
Likewise, why are you running a custom buffer? Don't, unless you know exactly what it does, and why you need it.

720p@30fps, 2000kbps is the 'golden point' for non-partnered casters.
If you read a 'best settings' guide somewhere, reset to defaults as it appears you've been given some VERY bad advice.
