Question / Help Stream performed worse after upgrading gpu

Hey guys I need some help,recently I upgraded my gc from gtx 650 to r9 280x,right now whenever I stream or record the frame will skip and perform worse than gtx650,any suggestion?

Looking at your twitch video, causes my network usage to go up to about 10,000 Kbps, way too much for twitch limit of 3500 Kbps video or less. Twitch likely won't allow excessive bitrate. Video bitrate set to 3500 Kbps or less?

Log you showed us don't match up with video. The log file appears to have come from from OBS-Studio 0.14.2, which sometimes have a problem with incorrect frame counters being logged.

Edit: more to add, looking farther back of past broadcast to June 24, those video have correct bitrate, and also don't lag. Twitch don't allow excessive bitrate.
