If you installed the AMD Encoder Plugin, uninstall it, the encoder is included with OBS now.
07:08:54.594: [AMF] [H264]<Id: 5> <Plugin::AMD::EncoderH264::GetSliceMode> Failed to retrieve value, error AMF_INVALID_ARG (code 4)
07:08:54.594: Stream output type 'rtmp_output' failed to start!

Disable this:
07:09:15.980: [AMF] [H264]<Id: 6> Variance Based Adaptive Quantization: Enabled

There's more that should be addressed but I have to go, Good Luck!

VBAQ can be found in your encoder settings in either the Expert or Master view mode. VBAQ is normally Disabled so you must have already been in one of those views. I highly suggest that get your encoder settings back to Default & just use the Basic view until you understand what the different settings do.
