My OBS, include the full reinstallation, now capture videos only with low FPS. These bads I have last 8 days and I didn't change options in OBS before it.
Before of it I saw this lags only on stream and just dropped the idea, but now this lags I have and on video capture, any game, and with it in game I have normal framefrate.
This is video from 16.06.2022 and this is OK:
This is video from 22.06.2022 and this is lag, but ingame FPS is OK:
And today MK11, very lagged capture, like 10-15 FPS, but you can see 40 ingame FPS on top-right corner in screen:

PC Config: R7 5800X / GT1030 OC / 32-3600 RAM / 8 TB HDD + other data storages.
Changing OBS setting didn't help me, but current capture and video config is:
Output, Recording:
Type - Standard
Rec. format - mp4
Encoder - x264
Rate control - CBR
Bitrate - 15000 Kbps
CPU Usage Preset - veryfast
Profile - baseline
Video:
Resolutions - 1920x1080
Common FPS Value - 60
