Question / Help Stream optimization

Is there anyway I can optimize my stream more? A few days ago, I started to stream Osu! and Dota2, and it worked decently, but with occasional video lag, but not sound. I lowered my bitrate and downscaled a lot, and it seemed to fix it. That was about a week ago, and now it's happening again. I don't think I've changed anything from that time. I used the log analyzer, and recent logs tell me there is connection stalls detected, but older ones don't have that.

Computer has AMD 1090t @3.21Ghz
XFX Radeon 7950
16Gb Corsair Vengance

My speedtest and test.my are showing 2mbps or higher each test.

My settings were lowered to a Max bitrate of 1700, and a downscale of 2.5 (760x432) and I still get occasional frame drops and stream lag.

Anyway I can improve my stream, or am I just stuck with it the way it is now?

I used to stream to the USW San Fransisco server, but the LA one has better ping and jitter for me. It's actually worse on the SF one than the LA one from me, even though, geographically, the SF server is closer.
