Question / Help Stream on twitch dropping frames while I stream and play. How to fix?

So I'm trying to stream DotA 2 while I play and have it stream with no stuttering or frame drops but nothing I'm doing is currently fixing that. :/ I'm using Open Broadcaster Software (32bit) as my streaming program.

My download is 18.2 MBS and upload is 4.9 MBS

My computer specs are:

Windows 7 Enterprise
Processor: Intel(R) Pentium(R) Dual CPU E2220 @2.40GHz 2.40GHz
Installed memory (RAM): 3.00 GB
System Type: 32-bit Operating System
Memory: 3072 MB RAM
Graphic Card: GeForce 8400 GS

Any advice or clue on how to get my stream running games fine without the stream looking muddy? Thanks a ton in advance. Also my computer can run and stream with no lag to the PC itself and it's always smooth on my end.

I've fiddled with other servers but none of them seem to have done the trick (most were actually worse) so I'm just sticking to the closest one to me for now - NY, since I'm in NY. I'm on wired optimum cable connection. Antiviruses and other programs aren't getting in the way of OBS. My router is fairly new and in good connection. And any recommendation to what I should lower the bit rate to? I have it set to 200 right now which is extremely low as it is, do you think it would help if I were to lower it even further? :/

I'm pretty new to OBS so all of the advanced formulas and such are oblivious to my head.

If 200kbps bitrate is still showing dropped frames in OBS you might want to contact your ISP as your upstream is likely broken. Also your system is very underpowered and not really suitable for streaming to begin with. Also you have terrible settings, why did you change the preset? Also your topic is called dropping frames but you say you don't get frame drops? Now I'm even more confused.

What I mean is when I run my stream it drops frames or goes in slow motion while it's LIVE during twitch. My game and everything on my side of the PC is fine and crystal clear, it's the stream on twitch that is where my game gets all choppy and drops frames. Sorry if I wasn't clear enough on that.

Which settings are terribly, specifically? If anything needs to be lowered that I missed, I will definitely into it.

your system is way too underpowered to be streaming and playing games at the same time. changing your x264 preset to medium will cripple even the fastest systems. at the very least you should have that set to Very Fast.

Hmm... What computer would you recommend for someone who wants to high quality game on PC and stream in high quality simultaneously?

Well for starters, I wouldn't recommend Alienware, full stop. They are overpriced, and you can save hundreds of pounds/dollars if you build your own machine, or at the very least, buy a prebuilt machine from less mainstream retailer.

Basically you want a system with a beefy CPU. For playing games and streaming from the same machine, I would highly recommend one of the current generation Haswell CPU's. the i5 4670K or the i7 4770K would be perfect, as you can take advantage of intels quicksync technology. Thats the most important thing to consider, but other than that, you'll want a decent descrete GPU. Something like a GTX 760/770 would be the best "bang for buck" card you can get right now.
Everything else is not so important. You don't need 16GB of superfast RAM, or an SSD. You'll be fine with a standard 500GB hard drive, and 8GB of 1600Mhz RAM.

Thanks for the warning on Alienware. Is there any pre-made computer you could link me to that would be best equip for streaming in high quality while gaming? I would appreciate it a ton.

I wish I knew how to build or make my own PC but I have no clue how as my PC knowledge is very minimal. :( The easiest thing for me is if you could some how guide me to a pre-built machine that would be perfect for my situation that I could just purchase.
