Question / Help Stream not stable

when i stream to twitch every 10-15 minutes obs start dropping frames and i don't know why this has never happened i used to be able to stream at 720p 60fps at 3000 bitrate with a cpu preset of fast and now i wont let me do that on any game. i tried lowering bitrate to 2000 and setting it to 720p 30 fps with default cpu preset, even tried changing what server i stream to but still nothing.
my upload speed is 4mbps
cpu is xeon 1231 v3
gpu r9 280x
and i have 8gbs of ram

i tried using a different program to stream ffsplit for a couple of hours and everything when smooth no framdrops or hiccups, but i just like obs better so hopefully some one can help me?

I constantly switch between the Miami,FL and Dallas,Texas but still no change, even though im literally an hour away from dallas

Sorry for the late reply, your best bet is to contact your ISP and/or twitch on twitter @twitchsupport. the issue in the end, is between you, your ISP and twitch somewhere. There isn't much we can do but please use that tool in the future to analyze your connection and best ingests.
