Question / Help Stream Minor Constant Stutter "lagged frames due to rendering lag/stalls"

Trying to stream World of Warcraft on a mediocre laptop. The game runs fine with my settings and everything, OBS doesn't take up much CPU usage (10%?), and there are no dropped frames in OBS. However, when watching my stream, there seems to be a constant minor stuttering. I think this is the important line from the log:

Number of lagged frames due to rendering lag/stalls: 234328 (49.9%)

You're going to need to reduce your settings until that percentage is less than 1% for good looking video. Try Super Fast or even Ultra Fast preset. Try going down to 20fps, and/or try downscaling more. You might just have to give up streaming until you get a better computer if this kills the quality too much for you, try recording instead and make videos to upload later.
