Stream lowers in frame rate when I'm dropping network frames

Hello! I've been experiencing slow frame rate whenever I'm dropping network frames? Is this normal or a new setting on OBS that makes this happen? Thanks!

Well, if you drop frames you'll get stuttery playback, if that's what you mean? OBS wouldn't "slow down" or change the playback speed. Twitch may force the player to buffer additional video chunks if you're sending an unstable stream, if viewers are falling behind.
