Question / Help Stream looks pixelated

Hello, so i stream on Twitch and when i move my camera fast or there are a lot of things changing on screen my streaming looks so pixelated. It also looks a bit pixelated by just moving a bit and i haven't found a solution for this yet. I have a Ryzen 5 1600 CPU, RX 5700 GPU and 300Mb/s up and down internet speed. I am currently using AMD encoder because my CPU cant handle so much when i play and stream. My settings are:

6k Bitrate
H264/AVC Encoder (AMD Advanced Media Framework)
Quality preset Balanced
1920x1080 Base Resolution
1600x900 Output Resolution (Pixelation also happens using 720p Resolution)
60fps
Keyframe Interval 2.00 (I actualy can't change it)

You can see it when i move my camera slightly fast or when a lot of things change on screen.

sup man, i saw your twitch stream and it looks a bit good, but i have a question for u, i have an RX570 8gb and i am using the amd encoder on obs, but when i stream it just looks bad, PS: i mainly play r6s too, so i want the perfect quality with no pixelation, and i also have the same obs settings, so please respond to me as quickly as possible because i haven't found a solution yet

I still dont know how to fix it but i will try x264 today. If you have a good CPU you should also try. Will report later.

I think that has something to do with the base/ output resolution and the scaling filter or something like that, honestly i dont know. Im sorry but i cant help you at all with that.

At that bitrate, with those encoder options, the only way to reduce pixelation is to reduce your frame size or frame rate.
