Question / Help Stream looks like 480p when i set it to 720

So im not sure why my stream looks like crap.
I have a decent computer
cpu: 6700k
gpu 1070gtx
ram:16gigs

under the output tab i have 1280x720 and the rescale output box checked.
bitrate is 3500
cpu usage is under verfyast
Base canvas resolution is 3840x2160
output scaled resolution is 1280x720
fps is 60.
Internet is around 75 down and 10 upload

Now i do have 2 monitors. 1 is a 27" 4K LG, the other is a 24" Asus 1080p

Can someone help me make my stream look better?

Your log file does not have a streaming or recording attempt in it. Please upload a log file with one in it.

Well it doesn't show the full streaming attempt. Stream for like 5 seconds, stop, close obs, open obs again, click Help > Log Files > Upload Last Log File.

Some questions:
- Do you have the game running at 3840x2160 like you have set your Base Resolution to?
- Does the quality get better if you increase the bitrate? (test with recording)

The games are running at 3840x2160 yes.
The highest bitrate that twitch allows is 3500 i believe and that is what i have it set at

Twitch has no bitrate cap from what i know, it will however drop you first if you stream at an abnormal bitrate and their servers can't handle you. As far as i know, the recommended maximum is now 6000 kbit and affiliates also get transcoding options.

As for the log itself, I don't see anything out of the ordinary. You could try changing the downscaling filter in the obs settings to something else than Lanczos and see if that helps, otherwise I'm rather lost as to why it is pixelated.
