Question / Help Stream looking fine, but serious in game lag

I'm new to streaming. I think I set everything up correctly but I'm experiencing some serious in game lag. It feels like I have 40 fps in game. My in game resolution = 1280x960 and upload speed is 15,000 kbps (verizon fios 25/15). I'm playing CS:GO and I'm using Game Capture.

One thing I typically recommend for CS:GO players is to turn off the preview window (right click the preview while obs is active to find the disable option). It's been known to help reduce this sort of issue on occasion, though not always, so your mileage may vary.

Your OBS settings are about as ideal as they can be for your system. You're only 0.9 milliseconds to draw frames on average (less than a thousandth of a second), which is very nice. If it's not the preview issue above, then perhaps just CPU usage? Not entirely sure. It seems like a decent CPU (I have the same exact one), I haven't really heard of issues with CS:GO on intels all that much.
