Question / Help Stream looking choppy at 30 or 60 fps

It doesn't matter what fps/bitrate/resolution I stream at, it'll be choppy looking regardless, i have not a clue of what im doing wrong :s

Capture card: x-capture 1 usb 3.0 (I'm Capturing my gaming pc from this card)

You might want to see if turning the preset back to very-fast helps. In general the i7-3770 in a dedicated machine should be fine with faster but its always worth to try.
Also try adding a new scene collection and just adding the capture card for a short test recording, assuming that recording is smooth you could add your webcam and test again, re-adding all sources until you find the one causing the choppy recording.
