Stream looking blurry

I've been getting complaints about how whenever I stream that it looks blurry. I know that bitrate and resolution need to line up and I'm streaming at 6000kbps 1080p. I tried downscaling the resolution to 720p and keeping the bitrate the same but it looked worse than 1080. What confuses me is that my recordings look normal but the blurriness only occurs when there's motion in gameplay.

 
So after some more testing it's looking like the game is affecting how clear the stream is, for example in WoW or grounded it's perfectly fine but in games like Rocket League, Apex or Farming Sim 19 it's wanting to be more pixellated. I thought it might be overlays and different effects I might have loaded so I made a scene with just gameplay and it would still do it. I'm on two separate pc's so I wouldn't think that the game would be affecting the overall. To my knowledge if the game was blurry or off shouldn't that be the only thing to go bad?
