The problem is that most of the things you could do to improve the quality require more CPU power, and we're trying to reduce CPU usage so that you don't have any more duplicated frames. For example, you could change back to 720 and change the x264 preset to veryfast, but you'll get a lot more duplicate frames. So really the only thing to do at this point is either increase the bit rate, or buy a new CPU.

Is there no other option between 540p and 720p? like a inbetween quality?

Also if I stream at 540p is there no way to make things look a bit better? Maybe increase fps and some other settings in the stream?

My Upload speed is 2.05mb/s tested in multiple tests. I'm at 1700 bitrate
