Theoretically this means 0.3% Frames lost due to GPU overload, although it might not really be a problem of GPU load, as I can reproduce lag/stall frames by simply switching between some OBS scenes, so this is no big deal.
The 9.6% of skipped frames are a result of the CPU bottleneck.
I would definitely recommend to change your stream to 720p, as 1080p with 60fps is way too high for only 3500kbit/s. It will look awful pixelated in games with many details and a lot of movement.
You could also increase the bitrate to 6500kbit/s but you might loose some viewers at that bitrate.
