Question / Help Stream Lags, PC is fine

Lately I've been trying to stream some PUBG to no avail. On my end everything is smooth, or laggy depending on the areas of the map I'm in, but when I go watch the stream or watch the past broadcast it looks so laggy yet I can't figure out what's wrong.

Using Studio 64 bit on Windows 10, latest updates.

i5 6500 RX 480 4gb, 8 gb 2133 ram, 120gb ssd for os and some games, including PUBG, 1tb hdd for other games and what I record my games to when I record and not stream, 2tb hdd for larger games and more space for extra stuff.

I've never had issues in the past. I will mention I'm not on the latest AMD driver because anytime I update my PC will crash after I wake it up from sleep and the only solution is to stay on the current driver that I am, 17.5.2.

Your log file is cut off, copy and paste the whole thing. Use a text file sharing site like pastebin.com if it won't fit otherwise.

Nothing useful in those logs. Try these steps to get a clean log file so we can see what's actually going on here:

To make a clean log file, first restart OBS, then start your stream/recording for ~30 seconds and stop it again. Make sure you replicate any issues as best you can, which means having any games/apps open and captured, etc. When you're done select Help > Log Files > Upload Current Log File. Copy the URL and paste it here.

Why are you capturing Chrome if you're trying to stream PUBG?

And like Fenrir said, there's no actual streaming in that log. When you do your test stream, do 5 minutes at a time so we can say something about performance, although for setup 30 seconds like Fenrir said is fine.

Replying late, but still trying to fix the issue. I'm not capturing it. I have a game capture set and it captures any application that goes fullscreen so when I watch a youtube and it go fullscreen, boom. Plus I'm not streaming and watching videos, just happen to have OBS still open.

Back to the problem. I seemed to have found an issue. My connection drops to around 1000 kbps for about 2-3 seconds and then goes back to 5000kbps and I notice in that time my dropped frames increases and then stops as soon as it goes back to 5000kbps. I'm not sure how to fix the issue because I can stream to youtube at 9000kbps and have no problems. THe issue could just be streaming to twitch servers, but I just tried streaming right now, at 9am EST when not a lot of people are streami
 
Doesn't help as I just stated I can stream to youtube at 9000kbps just fine which is nearly double 5000. I tried streaming to Twitch at 4500, which is half of 9000, and still get the same issue, so it's not me or my PC, but I have no idea how to go about fixing the issue.

I literally just test streamed to YouTube and had no issues, but streaming to twitch has this bitrate dropping issue.

I tried the TwitchTest program to test which server is best and the three closest to me all stated I could stream at 10,000kbps or more, which is twice as much as the max for 720p60fps, 5000.

It's pissing me off because I'd rather stream to Twitch than YouTube because of the bigger audience.
 
Dropped frames in the OBS status bar are EXACTLY addressed by that guide.
Dropped frames are coming from the dropped bitrate which is coming from Twitch servers. I streamed to YouTube and had NO ISSUES. So I'm not sure I am getting any help by you stating I should read the guide that didn't help me...

Because it explains what the possible causes of this exact issue are, which are outside both of your and OBS' control. You need to contact your ISP.
