Question / Help Stream Lags on Medium Preset

Hello,

This might sound dumb but I wanted to figure out if it was my internet or cpu.
So when i set my preset encoding setting to Medium at 1080p 60fps the stream lags.
Now is that a sign that my CPU cannot handle it or is it my internet?

It DOES NOT drop any frames, when i looked under frames dropped it says 0 and my cpu load doesn't pass 60%
The bitrate is set to 6500

Just looking to see what the problem is.

Streaming PC Specs

E5-2630 V2
8GB 2333Hz Ram
GTX 1050Ti

That would mean you didn't post a log as the post on the top of the forums tells you.

Also "Dropped Frames" means your internet. So it's your CPU.
