Question / Help Stream lags every few min for a second

Im currently running 2 computers to stream

using a hdpvr2 gaming edition capture card, {hdpvr2 is set to 1280x720 for 60 fps}
have both obs open and using fullscreen projector to project to stream pc
Both computer does not exceed 100% in cpu same for gpu

have no idea why it lags every few min for a second, then jump right back to normal

my hypothesis is the capture card but idk

also which log do i post? streaming or gaming

Game and display captures can interfere and having them in a single scene is non-performant. They should be in separate scenes.


Streaming PC:

Windows is out of date. You should update to at least 1809. OBS performance on this version is non-optimal.

Streaming PC log needs to contain a complete output session for analysis of performance. (Open, start, stop, upload.)

ok so i updated windows on both computers Windows Version: 10.0 Build 18362 (revision: 239; 64-bit), but still experiencing the same problem.
the below is the streaming pc logs the gaming pc logs are the same
