I've been having some issues lately with streaming. I have an issue where my upload speed/bitrate is fine as well as my in-game fps, however my stream looks really laggy on certain games.

-I5-4690k
-GTX 970
-8GB RAM
-Up/Down: 11/130Mbs

I'm currently streaming at 2500kbs @ 30fps downscaled to 720p. When im streaming CSGO I can stream it fine. However I tried to stream Overwatch and I was getting 90 fps in-game but my stream was stuttering so much it was unviewable (0 frames dropped, but I could see the fps hoping around), but I am able to steam Arma 3. In Arma my fps is about 30-40 in-game and the stream is silky smooth. Im not really sure what the issue is and how to fix it but if anyone can give me some insight that would be awesome!
