Stream laggy but in game was fine

Hello I'm pretty new to OBS so basically when streaming on 720p the stream are fine no problem at all so I want to try 1080P but the stream laggy and I can't pinpoint the where the problem is. Attach link are my OBS log.

Here are my setup
MOBO - Asrock H310M - hdv
CPU - i5 9400F six cores
GPU - GTX 1050ti 4GB
RAM - 16GB

I have attached my OBS setup as well
in 720p usually use 3800 bitrate but on 1080p I put 5000 bitrate

Your system can't stream at 1080p 60fps and 5000kbps
The max you can go is 720p 30 fps and between 2500kbps and 3500kbps

Are you recording at the same time you stream? Stop doing it.
