Stream Lagging, No internet/computer issues

I just finished building my PC, and wanted to start streaming gameplay.

Build:
Ryzen 7 9800x3d
Corsair Titanium 64gb DDR5 ram
Gigabyte 4090

500mbps up and down w/ Ethernet

I have no issues at all playing games max graphics with 200-300+ frames.

When I tried to stream, my video lags super bad on twitch end, but gameplay is fine. I have tried everything from streaming at 720 30fps to using my CPU video encoder, but nothing is helping, stream is lagging no matter what settings are changed.

My GPU 3D utilization is at 100% when streaming, which is fairly typical when gaming anyways.

Are there any changes I can make to make the stream watchable. I have tried everything I can think of, and I know that my PC and internet can handle doing both of these things at one time.

1. Remove Display Capture and use Game Capture to capture gameplay.
2. Your log contains no streaming session. Results of this log analysis are limited. Please post a link to a clean log file.
To make a clean log file, please follow these steps:

1) Restart OBS.
2) Start your stream for at least 30 seconds. Make sure you replicate any issues as best you can, which means having any games/apps open and captured, etc.
3) Stop your stream.
4) Select Help > Log Files > Upload Current Log File. Send that link here.

Yeah, what's up with the output res? Best to avoid downscaling....

Your logs are incomplete & lack a encoding session but according to the specs the display on your case appears to be the 3rd gen version. It's running @ 74HZ, should be 60HZ. Disable Game DVR too. Test again, close/re-open OBS after the test & upload the previous log.
