Question / Help Stream lagging at a very low usage of my upload speed

Hello.

I do know this problem is probably being spoken about on this forum every single day, and that there is no simple solution to this problem, but I figured I may simply be doing something wrong.

First of all, this is my speedtest to a server near me (~10km away from my location):

This is a speedtest to a server in Frankfurt, which is located roughly in the same area as the Twitch server I'm connected to:

My upload speed is a bit hurt, but it's still decent.

I keep hearing that while you cannot use 100% of your upload speed for streaming, you should be good with about 70-80% of it in use. The problem is, in my case, serious lag and frame dropping start at a bitrate of barely 1200kbps... and that's with the best server I could find - other servers, often even closer to my location, make my stream lag even at 900kbps... needless to say it's completely useless for streaming.

Is it normal? Is there anything I could do to help it, or is it just that my internet sucks and I won't be able to stream any time soon? Sure, I could try streaming at 360p, but it's just like not streaming at all.

It's definitely not a hardware issue. I'm getting decent CPU/GPU usage while streaming and my FPS is constant with no problems.
