Question / Help Stream Lag?

I am a beginner at streaming. But I have been following guides online to try and get the best possible quality I can with my stream. Now I tried to optimize all my settings to the best of my knowledge and still getting a 30-60 sec delay in my stream is this normal? I am getting a 70 down and 20 up for internet connection speed. Ill upload my log file too. Any help would be great.

That's just twitch's servers. it's unfortunately par for the course. Try to stream to a server close to you, rather than a random one. That's all I can suggest.
