Bug Report Stream Lag

Hello my name is Chris. I recently got OBS on my comp and have been trying to set it up to use, but I have run into a problem of the video ONLY on my stream end is lagging audio and the self recordings are pristine. I was using 64-bit version and my computer specs are as follows.

CPU- AMD Athlon II X4 630 2.8 GHz
Video Card- Nvidia Geforce 660 Ti
Ram- 8 Gig
OPS- Windows 7 64bit

Here is a sample of the issue im having stream wise and if you would like to see a video of it that was captured to computer I have that too but on that end there is no tear lag or issues.

The current settings i am using for my OBS setup is Quality is 8. The Max Bitrate is 1000 and Buffer size is 100. This all may be my lack of knowledge of the software and the right settings make up I just cant figure it out so if you would please let me know some more info it would be greatly appreciated.

Well, from looking at your settings and speedtest your going over your upload speed. Your setting your bitrate at 1000 when you have 950kbps upload speed. i would recommand setting your bitrate to 650 or 750 and buffer to 500, i would also like to know what audio bitrate your using to stream.

Audio is AAC codec and Birate of 128
