Question / Help Stream lag with good pc/good internet connection

Hi, whenever I stream, about half the time it's just lagging.
I have a pretty good pc --> i5 7500, gtx 1060 6 gig, 16 gigs ram,
and good internet

I set my bitrate at 2000 but when I check it, its a lot lower than 2000
