Question / Help Stream lag when locally recording/streaming at 30 fps but not at 60

Hi everyone, so I have an Elgato Video Capture (non HD) and I capture a N64 via composite. When I stream at 30fps, Super Mario 64 seems to lag on higher motion parts of the game (such as the intro when Lakitu is flying around. Lag doesn't really make a whole lot of sense because I have a decent box and my internet speeds are sufficient. The lag appears on stream as while as in my local recordings. However, when I go from 30 fps to 60 fps the lag goes away. My thoughts were is that 30 fps is too slow for capturing, but I was always under the impression N64 games were 30 fps, and other streamers i've talked to shoot at 30. What could be causing this issue?

Try posting log files from at least five minute recordings, one from 30fps, the other from 60fps, that demonstrate this happening.
