Question / Help Stream Lag// pls help

So I am trying to get big in streaming but every single time I stream I get lag issues with the stream. I have tried to stream at 60 fps before.... but then my in-game starts to lag horribly. I can stream at 30 fps and won't lag in-game but it gets to a point to where you cannot even watch the game play because it lags a lot on stream. I just need some recommendations at what i should put my settings at for OBS or any other recommendations at all (new computer upgrades??) By the way my internet in 30 down, 25 up. <------ which i will be getting fixed soon.

Here are PC specs:
Processor: Intel(R) Core(TM) i7-4790K CPU @ 4.00GHz (8 CPUs)
NVIDIA GeForce GTX 750 (like 5th gen lol)


Just please someone give me some recommendations of bit rate, encoder, auto bitrate, encoder preset, FPS, Downscale filter, etc.

I am not very good with computers as you can see by reading this. But please help. I would very much appreciate it. Thanks lots.....

You're going to need to update to current before we can do anything else. 15.x is an ancient version.
