Question / Help Stream keeps reloading for some viewers

I have read the sticky above and feel like I have went over the things it suggests. I have lowered and lower my bitrate and it seems to have gotten better. I am now at 1500 bitrate and have some people keep getting the reloading thing while watching. Below is my internet speeds and log file. I am suppose to have 300 down 5 up. I have noticed my Upload Binary File Transfer Speed has been as low as 1.8 mbps and is why I lowered my bitrate to 1500. The twitch dashboard says my settings are excellent but I'm sure that doesn't mean much. Anyone have any suggestions as to anything that I can try. I'm running 30 fps and downscale to 1280x720. I just built this pc have 980 TI hybrid and i7 4790k 4.0 Ghz processor. I would like the stream to be the best quality possible but watchable by all. Thanks for any input. The upload file I posted is one of the lower ones for upload I have gotten.

The issue isn't on your end. You aren't dropping any frames, and have a near-zero late/dupe count.

The problem lies with the viewer(s) complaining about buffering/reloading, and their connection to the Twitch video server. There is nothing you can do to fix the problem, as it isn't your problem. The only thing you can do is to drop your bitrate even further, to try to cater to their poor connection.

I'd actually recommend raising back up to 2000kbps. It sucks, but you can't guarantee watchability for everyone, especially if they have a very poor connection. If not, to go any lower on bitrate you're going to need to downscale to 480p.

even though that is one of the worst I have ever ran I'm suppose to have 300 down and 5 up interent and it usually test around 350 down 5-6 up on speedtest.net even though I have read not to go by speedtest.net

Your Twitch Bandwidth Test looks fine. That's the important part. Speedtest.net is worthless for livestreamers, as it tests a different type of connection than livestreaming uses, and actually throws out some of the most important data (lowest 30% of throughput return values).

Testmy.net used to be more accurate, but sadly it got updated and is mostly in-line with speedtest at this point.

Raise to 2000kbps for a cast. Close OBS, then open the log (OBS finalizes logs when the program is exited). CTRL+F and look for 'late' and 'dropped'. You want your lates to be under 1%, but that's mostly system-based so probably won't change. Dropped frames are almost purely network-related issues. If you stay under 1% (or better yet, at or close to zero) you're fine. If you're overrunning your connection, you'll see quite a few dropped frames, and likely a rise in lates as well.

1800kB/s is about 14mbps, or 14000kbps. Unless you've used a capital B where it should be a lowercase, then you're getting quite a bit more than 5 up (as those are normally rated in mbps, megabits/sec, not megaBytes/sec).

I didn't put the B in there I copied and pasted from the above post and that was copied and pasted from the test page itself. I will try your suggestions and report back. Also have you have heard of the magewell usb 3.0 capture dongle that is what I am using I bought before I built the PC and was trying to stream on a laptop. I thought about getting a pcie card do you have one you would suggest? Also the dongle seems ok but I get some weird green dots in the image and it has to be the dongle its not unbearable but I notice it.
